I have been using Tactics more lately, after the buff/un-nerf of "Watch Yourself!", added to this I prefer running flail at low strength, so I don't get snared at the end of a fight without the use of a cancel stance, something like this.
Axe Mastery - 14 (12+2)
Strength - 5 (3+1+1) (Yeah I know, an old strength helm)
Tactics - 13 (12+1)
[[email protected]][Executioner's [email protected]][axe [email protected]][cyclone [email protected]][[email protected]]["watch yourself!"@13][Healing [email protected]][res sig]
The attacks are pretty optional but I like to have Cyclone Axe to charge up the short damage spike of Evisc -> Execut. Axe Twist is not commonly used but I like it for the cheap +dmg as well as weakness which is great for shutting down heavy melee (btw its 5a now not 7).

Flurry is baed, damage reduction in an IAS is counter productive...
Frenzy is baed on wammos as they're too stupid to use it correctly
Flail is good on everyone as its drawback is minimal in PvE play...
as for the op, those +8 armor you'd get with using 8+1 tactics just arent worth it unless you're using a Tactics based build. the latter should happen in 1 of 2 situations:
1. you're running a P/W with tactics shouts for support
2. you're running a farming build with your Warrior
in any other case you shouldnt have tactics at all! just use your regular build with the tactics shield until you can get your hands on a good strength shield instead...

But other than flail (which can easily be run at low strength) what skills do you take from the strength line?
I guess enraging charge can be helpful but has a high recharge and needs a large investment in strength to make it very effective. Lion's comfort is great but its not needed, you don't need a self heal, the +adrenaline is good but the only time when I would really need a self heal is when th shit and fan have collided, in which case I would rather have a larger heal (Heal Sig) than the +adreanline.
Meh I guess thats just me. Also I love "Watch Yourself!" again.

In PvE I find that Sentinal's armor is the best way to play, that means 13 Str and that makes many Str skills very usefull.
[[email protected]] is a nice free attack skill, everything in PvE is always attacking(even monks wand between heals)
[[email protected]] is the best counter stance for [[email protected]]or[frenzy]
[body [email protected]] has been mentioned and even [power [email protected]] can be usefull on an adren bar for when you just don't have any adren.

[rush] can be run as a cancel stance at any level of strength.
I get that [Body Blow] is a good alternative, but you already have [galrath slash], [executioner's strike] and [mighty blow], which in PvE are imo just as good.
Yes you have got energy attacks but, like with body blow, you have weapon specific energy skills that can be just as good without having to invest in Strength.
I am not trying to say that strength skills are bad, I am just saying I am finding less reasons to run high strength.

I used a tatics shield for over a year for general pve having Watch yourselves and heal signet from tactics on my bar, sometimes adding balanced stance to prevent knockdowns in certain pve areas.
Fill up the other slots with for example frenzy/eviscerate/executioners/disrupting chop/sprint or rush /rez.
I now mainly use a strength build due to watch yourselves loosing a bit of effectiveness. My current PVE bar that I use with henches Pugs etc is
Enraging Charge/Flail/Eviscerate/Body Blow/Disrupting Chop/ xxx /Lions Comfort/Rez
The Disrupting Chop & xxx is sometimes replaced with Antidote Signet/Executioners/Shield Bash/Griffons Sweep
